Added several changes to allow for users to retrieve one minute and one hour...

I added several changes to allow users to retrieve one-minute and one-hour data from the available one-second data via the FDSN client. However, when requesting one-hour data, the start and end times used in the query are ignored and data is returned outside this window. Not sure what is causing this issue so I'm tagging @bgeels and @awernle so that they can take a look as well. The one-second to one-minute conversion seems to be working as anticipated. To request the filtered data the user must navigate to the "algorithm/filters" tab instead of "data".
