Residual fixes

• relative date parsing was left padding with zeros, which shifted hours to minutes, etc.
• when include_measurements=False, the None value caused validation errors. return empty list for now.
• use 2 decimals for cal file precision; field width still needs to be 9, but this still allows enough space for expected values.
