AASHTO-2009 Service

I'm working on the smoketests now for this service and am getting some data errors that I am working through. Nevertheless, I thought I'd go ahead and submit this pull request to get the code review process going on it in case there needs to be code changes made to the service while I look into the data issues qc is revealing.
