WIP: QC Fixes

Bass, Capprin James requested to merge cbass/earthquake-design-ws:qc-fixes into master
  • Adds exception for verticalSpectrum arrays (not implemented) so they don't fail tests
  • Includes jdbrown's decimal correction (TBD on whether this is the correct length)
  • Includes cswilson's fixes for period, ordinate, pgam discrepancies
