Amsam guam data corrections

Uses updated data for American Samoa and Guam/Northern Mariana Islands for the following design documents:

  • NEHRP-2015
  • ASCE7-16
  • ASCE41-17
  • IBC-2012

New data include 84th percentile factor and max direction factor (as applicable to the various data types). As such, these metadata factors were all set to 1.0 for the various editions. Factors are used in multiplication and effectively become an identity operator.

The geographic extent of these regions is now notably smaller than before, however AmSam is also at a finer grid spacing (0.05 down from 0.10).

Currently marked as "Work in Progress" (WIP) pending QC/Smoketest verifications against the changes. Data are currently updating locally for these tests.
