This merge request contains changes to the code base to accommodate the loading of the new data sets pulled over to the static file server from Science Base. These changes include mods to the Deterministic, Risk Coefficient, Uniform Hazard and Metadata Service Components.

Smoketest and Expection data files have been updated accordingly as well.

Errata.md has been updated to include a note about the need to update the ASCE7-16 service in order for this service to work correctly with the new Science Base Data.
