Draft: ASCE7-16 Supplement 3 and ASCE41-17 Supplement 3

Closes #478

  • Still need QC data from @nluco
  • Fa/Fv notes already existed in ASCE41-17, but clarified section was from ASCE7-16
  • Vertical spectra were also updated to use the exception values as well
