Updates tables collation

This PR just updates the default collation on the table scripts in this repo. The real change that affects our system is in the anss-pdl repo in a PR.

I don't think we want to change anything with the cfn tables at the moment? We can create a one-off script to alter that tables if we want in that repo but I left it strictly to anss-pdl for now (and there is a little more details in that PR).
