feat: pwa notice
requested to merge ghsc/contractors/victor.avila_briebug.com/earthquake-latest-earthquakes:feat/pwa-notice into master
- The app will now prompt the user for download if the app is not already installed. (https://developers.google.com/web/fundamentals/app-install-banners/#mini-info-bar)
- fonts and endpoints are now cached for the PWA offline
- the PWA will automatically update
