fix: notifications for Android Chrome mobile

Olivier has, we believe, resolved the issue with notifications on devices. We've tested as much as we can locally. In order to fully test that this fix works, we need to have it hosted somewhere with a real HTTPS certificate, as the methods we are using don't seem to work with self-signed certs.
NOTE: This PR contains temporary changes to assist in testing the notifications feature on devices. We do not recommend deploying this out to the production beta site, but instead deploy it only to a staging site of some kind. Ideally, in order for BrieBug to test, we would need access to this staging site, over HTTPS.
