Add comcat-timeline files to earthquake website

This adds the comcat-timeline "app" currently hosted on github pages (which is going away) to the earthquake website at:

/earthquakes/timeline/

assets and index.html are generated from a react app in the project https://code.usgs.gov/ghsc/hazdev/comcat-timeline
