Prefer known contributors

These changes act as a tie breaker when one network is not clearly authoritative, and was the primary comment to come out of the scientific review. This will not affect existing data, but will affect future updates

Changes:

  • update how valid net ids are checked (case insensitive)
  • add +1 preferred boost for known networks (ANSS)
  • add +2 preferred boost for default network (NEIC)

Primary Use Cases:

  • When multiple ANSS networks contribute to an event, but the authoritative network has not, NEIC is more preferred (+2 vs +1).

  • When research catalogs are contributed in an area where there is also an ANSS contribution that is not authoritative, the ANSS contribution should still be preferred.
