Ak authoritative region update

@paulearle : I've updated all polygons in regions.xml using what is in geoserve, since that is the authoritative source. Note that this has caused some networks to "rotate" the coordinates (same polygon, starting at a different vertex).

After discussing with @gsmoczyk , it sounds like the AK polygon was updated more recently than last summer. For AK, some of the coordinates appear to be different than what you originally requested.
