33-Resolve "Rainfall data in UTC or local time"

Hunsinger, Heather Elizabeth requested to merge ghsc/users/hhunsinger/FlowAlert:33-update-local-time into main

This updates the request time from UTC time to local time. In doing so, the cassettes and tokens were also removed and data directories were created to hold the response data. A mock method was used to bypass a wrapper around requests.get and utilize the stored test data.
