Set up Read the Docs
This MR sets up Read the Docs (RTD). After it's merged, we need to update the default version from rtd to latest on the RTD project page for lsforce.
Gitlab Runners are experiencing an outage and cannot process any CI/CD jobs. Please update your provisioned GitLab Runner Service Catalog products to v2.0.6 to fix the issue. You can follow this guide to update your GitLab Runner product: https://support.chs.usgs.gov/x/5gCOCw
