Use fedcatalog routing service

Liam Toney requested to merge use-fedcatalog into main

Previously we were using the IRIS data center only for grabbing station metadata in the [optional] ZNE rotation step. Now, we leverage the IRIS fedcatalog routing service to expand to other [e.g., European] data centers.
