Update axisem2cps model creation script for new packaging; add tests

This new way of packaging the axisem2cps tool is best practice. Plus, when doing this I found the script didn't run. Now that it's packaged like this, we can test it using pytest tools. This MR adds two basic tests. Coverage from 55% to 56%, hooray!
