This MR fixes a bug caused by a change to the rasterio library in rasterio versions 1.4+. The bug caused Raster preprocessing commands and the Segments constructor to crash when pfdf was installed with rasterio >= 1.4. This MR updates the codebase to work with both old and new versions of rasterio.
