bounds delineate and rgdal omission

Woodard, Jacob Bryson requested to merge streamout into main

updated code eliminates the need for using the 'raster' and 'rgdal' packages instead using 'terra'. It also allows new options within the sumak code. readme is still not up to date but will update soon.
