Add min/max vel to segments_info.json in auto run

Closes #133 (closed) and #134

Added min_vel and max_vel to segments_info.json where min_vel = 0.4rupture_vel and max_vel = 1.25rupture_vel (same values as what is already automatically applied to fault&rise_time.txt. Update causes issue with fault_plane_test due to extra dict items.
