Add export config option for truncated curves

This would trigger a post processing step to produce truncated versions of hazard curves.

We'll leave local/cli calculation export alone; anyone doing this can deal with the results themselves. This is really an enhancement for engineering use and so we'll make the change as a web service option. See #454
