Review and update service metadata and swagger schemas

• Check and resolve lingering inconsistencies between annotation and class based parameter metadata (e.g. Vs30)
• Also consider using single /source service (perhaps renamed to /model or /metadata) for metadata for hazard, disagg, and/or other services. May not make sense or be possible but there is some redundancy between the getMetadata() methods of each service.
