Resolve #442 (closed) and resolves #440 (closed)

  • Update web services to use model path instead of model enum
  • Web services now search for all model-info.json files and loads the parent directory
  • Hazard services now return the available HazardModels loaded for usage
  • Micronaut logging is built in and controlled by src/main/resources/logback.xml
  • Remove Model and BaseModel enums as models are dynamically loaded now
