sync conus region updates from nshmp-haz

updates to map-conus.geojson in nshmp-haz haven't made it into nshmp-haz-v2 yet.

• nshmp-lib version bumped to 0.4.0 to get anti-clockwise extent fix
• coordinates updated in NshmpPolygon (and propagated into map-*.geojson files)
• grid spacing updated for Hawaii (0.02) and WUS Basin (0.01) map files to match what has been run
