Remove vsInf

The vsInf (whether vs30 was inferred or measured boolean) has existed as a GmmInput parameter since the beginning. However, only two of the NGA-West2 GMMs support it, so it is never used in the context of an NSHM and is really just taking up space at this point.

This will percolate upwards and necessitate changes in nshmp-haz and nshmp-apps.

Note that all the PEER Set2 for NGA-West2 GMMs set vsInf = false so removal will affect results.

Need custom flavors of GMMs that use vsInf that will always provide vsInf = false (i.e. Vs30 was measured)

Special versions of GMMs that rely on vsInf parameter have been added:

• CY_2008_VS30_MEASURED
• CY_2014_VS30_MEASURED
• ASK_2014_VS30_MEASURED

These can be used with PEER test cases.
