Added methods to UsgsPgvSupport for NH82, Bommer and Alarcon (2006), and Huang and Whittaker (2015), though these may not be needed long term. The latter two implementations are based on the AB20 PEER report and have not be validated against the original papers.

See main method in UsgsPgvSupportTest for code that generates the comparison data (NGA-West2 + BCHydro).
