add tests for Interpolator and FocalMech

Add tests for Interpolator and FocalMech. Still needs tests for extrapolation handling

Bumps direct testing of nshmp.data package up to 89.4% and total coverage to 89.5%. Test coverage of Interpolator class went from 0% to 89.8%

Direct testing of nshmp.fault (FaultMech) from 0% to 100%.
