update KBCG20 AK coeffs

Coefficient updates taken from: https://github.com/nikuehn/KBCG20/tree/f8323e477274f1ec1795d9fa83e1229c93efcb27

These updates and all coefficients will need to be validated against final EQS paper. There are other differences in the coefficient file from GitHub that have not yet been applied to nshmp-lib (extra digits for some coefficients and in one case different values). Only Alaska changes have been made here.

  • update AK coeffs: theta_1_if_reg_Al, theta_1_slab_reg_Al, theta_7_reg_Al, theta_6_2_reg_Al
  • accepted new test results as is
  • changed name of theta_7_* columns in CSV and Coefficients() method
