CalcConfig updates

• Adjusted damping ratio scale 0.05 instead of 5.0 for percent
• Removed damping sigma flag; will decide later if sigma will be on/off by default
• Added GMM sigma (aleatory variability) scaling flag
• Added field to be used for multiple Vs30 calculations
• Added default 10kyr map slice
