add RS flavors of NGA-East Seed tree with CPA on and off

Altekruse, Jason Morgan requested to merge ghsc/users/jaltekruse/nshmp-lib:nga-east-seed-tree-RS-CPA-flavors into main

Add flavors of NGA-East 2023 seed tree with CPA weights of 1.0 (On) and 0.0 (off) for response spectra tool and sensitivities, similar to the RS flavors of the NGA-East 2023 tree.

For inclusion in the next nshmp-lib version increment
