Model loader cli

Altekruse, Jason Morgan requested to merge ghsc/users/jaltekruse/nshmp-lib:model-loader-cli into main

Adds command line entry point to ModelLoader so the target model can be specified as a command line argument, allowing convenient testing of models during development or sensitivity/uncertainty analysis.
