Update NGA-Sub Interface bias corrections

Altekruse, Jason Morgan requested to merge ghsc/users/jaltekruse/nshmp-lib:update-nga-sub-bias-correction into main

Updated bias correction coefficients and added alternative implementation. Original bias coefficients have been retained but are no longer used.
