Altekruse, Jason Morgan requested to merge ghsc/users/jaltekruse/nshmp-lib:UsgsPGV_#20 into master

Initial implementation of UsgsPgvSupport class, with example use to add PGV support for BcHydro_2012. Test results confirmed by hand calculation in Excel (without checking saTPgv returned from BCHydro_12 GMM).
