Resolves - Remove GITLAB_TOKEN Requirement and AASHTO-2023 web service -- add CSV response

Resolves #57 (closed) and #54 (closed)

• Remove section in repositories.gradle file needing GITLAB_TOKEN
• Add ability to have web service return CSV response ?format=CSV
