Resolves - Handle Multiple NetCDF Files for AASHTO Service

AASHTO Services

Reads in all NetCDF AASHTO files of a given year.

This will lead to a single deployment per AASHTO year.

Given a location the service will search for the NetCDF file with that location.

Example call: /spectra/-105/30

Hazard Services

Remains the same, reads in a single NetCDF file.
