Swagger

When deploying nshmp-netcdf there is a deployment for each static model but only a single swagger file.

New UpdateSwagger class reads in the main swagger file and creates new ones based on the models in NshmGroup

enabled an automatic merge when the pipeline for e30064d3 succeeds
