Description:

• Add Micronaut filter to add cookie for context path
• Add footer and header to swagger landing page
• Update pipelines for building images
• Add /swagger service to return YAML file
• Add license file
• Add disclaimer file
• Update pipeline to use templates from https://code.usgs.gov/ghsc/nshmp/nshmp-pipeline-templates
• Remove all python, moved to https://code.usgs.gov/ghsc/nshmp/nshmp-netcdf-conversion
