Update crustal scaling relation to Shaw23

Because of the width-dependence of the Shaw23, we assign magnitudes to crustal faults assuming a 15km down dip width, regardless of actual dip. There are a few very low angle faults that are problematically wide, a feature that then further complicates setting floating rupture lengths. For the time being we still use WC94 length to set floating rupture length.
