Interface mags and rates

Powers, Peter M. requested to merge ghsc/users/pmpowers/nshm-alaska:interface-gmms-and-rates into main

Updated geologic rates and geodetic mags and rates based on final Briggs et al. table (using Briggs et al. areas for geodetic M). Propagated different scaling relations through to multi-section rates.
