Add WUS to Fault System Source

• Add active-crust branch for WUS-wide fault system solution(s)
• Convert modular branch-averaged fault system solution; see https://code.usgs.gov/ghsc/nshmp/nshmp-dev/-/issues/27

We're going to do this as a branch because there is are open questions about the roles of the (1) existing 'traditional approach', the (2) traditional approach with updated ingredients (see #27 (closed)), and (3) the fault system approach. The fault system approach could be all one system or multiple sub-systems. We would create #2 also as a branch, allowing us to play with the logic tree rather than in/excluding cumbersome source models across branches.
