sync mmax zones with grid-system-stable polygon and truncate at -103.95

  • make sscn and usgs mmax polygons consistent with extent of grid-system-stable (22.95 to 53.05, and eastern boundary at -59.95), keeping all shared boundaries consistent
  • truncate sscn and usgs mmax polygons (default and craton) at -103.95
