Cascadia Interface logic tree update - addition of GEA17

Implementation of updated Cascadia Interface logic tree:

  • GEA12 now gets 50% weight and new branch GEA17 gets 50% weight
  • This was implemented for sensitivity testing
  • Some final cleanup has now been done (i.e., logic tree branch names changed)
