CEUS update

ghsc/users/ashumway/nshm-conus:ceus_update into main

Saline River and CVSZ now get a weight of 0.5, therefore, added source-tree.json files with "active" and "null" branches, as well as updated README.md files. Also updated README.md files for Saline River, CVSZ, Crowley's Ridge (South and West) and Joiner Ridge with full rate distributions.
