Created a catalogs directory in the main nshm-conus repository to satisfy #39 (closed).

Catalog directory contains READ_ME.md file and directories for CEUS and WUS. CEUS and WUS directories contain directories for full and declustered catalogs. Full directories contain READM_ME.md files, full catalogs, map of full catalogs, and geojson files of catalog collection regions. Will add declustered catalogs files once finalized.
