Rebuild datasets using updated QWDATA files and other tables

  • The make-datasets script is working: a URL fix and refactor of the creation of the benchmarks dataset.
  • Fixed CI/CD pipeline hang issue by turning off package upgrading, instead stick with the packages included in the Docker image.
