Downgraded the version of python to 3.10-slim

Python 3.11 is not available in our artifactory yet. We want to move the preprocessing strategy to production without waiting for 3.11 image to become available so we are downgrading to 3.10-slim which is housed in the JFROG artifactory to accomplish that goal.
