Update to Python 3.12 from 3.8. Update required package versions to most recent.

In addition, remove unused dev requirements such as tox.

pytests ran to verify code is working properly and click tool ran to ensure it still functions as expected. Pytests showed two warnings to track as new package versions are considered.
