merge dev updates into master

Update citeinfo.py so that the radio button "yes" is selected by default for the question "Can you provide more publication information about this dataset?"

Update timeinfo.py to automatically enter 2 date fields when "range" is selected (this will prevent the error that shows up when there is only one date field even when "range" is selected)

Update Status.ui and UI_Status.py to increase the width of the UI element "Data Status and Update Plans". The text in this section is currently cut off because the text doesn't wrap and the section isn't wide enough. Increasing the width allows the full text to display in the UI.
