Finalize Functionality for Official Release

PR to handle merging of "dev" into "main" to finalize the functionality ahead of an official release.

This PR includes:

• The addition of Water Quality Portal (WQP) functions and tests
• Removes compiled documentation files from repo, builds and deploys them as part of CI without committing them
• Adds utility function that wraps the standard GET request to add the header "user-agent" information so the request contains information telling the server that the request is from the Julia package and which version
