Resolve "Ahopkins review - Quick update of `compare_huc_basin_pcts_to_waterwatch.ipynb`"

Closes #12 (closed) and this is very quick review.

This MR addressed addresses #1 (comment 598139) pertaining to the software review of compare_huc_basin_pcts_to_waterwatch.ipynb and also the related scripts to that notebook.

There are only a couple of commits that address the two listed items in the comments (remove hyswap + removing driver param across repo).

The removal of driver param doesn't impact the repo. driver is not needed as a param for read/write gpd functions because the file type is inferred from the file path param.

Reviewer: Please review these quick changes before approving. I would also appreciate a check that there are no security review issues with these additional commits. Normally, no commits associated with the notebook should reveal any PII, but please confirm.
